Born in Aberdeen, Milne started out in Scottish junior football with Rosehearty and then Fraserburgh before turning professional with Argyle in 1934. However, he found opportunities very limited in his three years at Home Park, making just a single appearance in each season. Moving to Southend United in 1937, the right-back had more success, making 66 appearances before the Second World War suspended the League programme. Unlike so many of the era, he was fortunate enough to continue his career once hostilities had ceased and in 1946 made 33 appearances for Barrow before transferring to Oldham Athletic the following year, where he made a further 13 appearances for his last League club.
