An attacking midfielder, who can play deeper, Devine was a Liverpool academy player but was released at the age of 11. He joined Wigan Athletic four months later, and made his Wigan under-23 debut aged just 15. The attacking midfielder was part of the team that beat Tottenham Hotspur in the fourth round of the 2019-20 FA Youth Cup, coming on as a late substitute. Having impressed against Spurs, he then joined them from the Wigan youth system for around £300,000 in July 2020, whilst the Latics were in Administration.
He made his senior debut for Spurs in January 2021, in a televised FA Cup 3rd round match against non-league Marine. He came on as a substitute at the start of the second half and scored, capping a 5-0 win. His debut at 16 years and 163 days made him the youngest player to have played for Tottenham in a senior game and hence also their youngest ever scorer.
Having made two appearances and scored once for Spurs, in August 2023, he joined EFL League One club Port Vale on loan for the 2023-24 season. He went on to make 26 appearances and scored three goals. In October 2023 sealed his place in Vale folklore when he scored the only goal of the game at Mansfield Town to put the Valliants through to the quarter-finals of the EFL Cup for the first time in the club's history.
Devine has represented England at under-16, under-19 and under-20 levels, usually playing an age level up. He was included in the under-19 squad that won the 2022 UEFA European under-19 Championship and also the 2023 FIFA under-20 World Cup. He played both tournaments under the leadership of future Argyle head coach Ian Foster.
It was therefore no great surprise when, in the January 2024 transfer window, he was recalled from Port Vale by Spurs, and then loaned to Argyle and re-united with Foster, becoming the third signing of the new Head Coach’s stint in the Home Park hot seat.
Devine had a reasonable spell during a challenging time for the club. Foster's star waned quickly and Devine was sent off (after receiving two yellow cards) against Bristol City in yet another home defeat (perhaps, sardonically on April 1st 2024), in what proved to be the last game of Foster's short and ineffective tenure. Devine had made nine starts and six substitute appearances, and returned to his parent club at the end of the season. Interim Argyle manager Neil Dewsnip later hinted that the club would try to bring him back for the following season, but in September 2024, he joined Belgian Pro League club Westerlo on loan for the 2024-25 season.
