Clifford joined Argyle on a short-term loan deal from Chelsea in October 2010. After beginning his career with Crumlin United in his hometown of Dublin, he signed for Chelsea aged just 14, moving to Stamford Bridge two years later. He soon impressed when playing for the youth team and captained both the schoolboy and academy sides. During the 2009-10 season he skippered the side that won the FA Youth Cup, scoring the winner in the final, and became a regular for the reserves. A hard working central midfielder, he also represented the Republic of Ireland at schoolboy, under-19 and under-21 levels.
Clifford's energetic and tough tackling displays made him a hit with the fans. His one-month loan was extended to the middle of December, when he returned to Chelsea after seven games in Argyle's midfield. Four more loan spells followed over the next two years: Notts County (nine games), Yeovil Town (seven games), crisis club Portsmouth (2 games, one goal) and Crawley Town (one game). He was released by Chelsea at the start of January 2013 to help him find a club during that month’s transfer window, with Chelsea’s Head of Youth Development explaining, "He had a fantastic time in the Youth Cup for us, and his challenge is to adjust from youth to men's football." However, no move materialised.
Clifford had a trial with Leicester City’s reserves as free agent in February 2013 and that summer he signed a two-year contract at Southend United, making his debut as a substitute in the 86th minute of the first day of the 2013-14 season, in a 1–0 win over, who else, but Argyle of course. In February 2015 he was loaned to Barnet, where his 13 appearances helped win the Conference Premier title. After his release at Southend at the end of the season he stayed in the fifth tier to sign for ambitious new boys Boreham Wood.
After 66 appearances in his 18-month stay, Clifford shocked Boreham Wood with a sudden return to Ireland in January 2017, to sign for Dundalk in the League of Ireland Premier Division. He then made headlines for the wrong reasons in October 2017 when he was banned from worldwide football for six months after admitting an FA charge in relation to betting during his time in England.
When his ban had expired, Clifford immediately joined Limerick, but the club's financial difficulties were a factor in his departure after just seven weeks. In July 2018 he signed for St Patrick's Athletic in Dublin, and then in December 2019 joined his fourth League of Ireland Premier Division club, Derry City.
