Born in Plymouth in 1884, Cudlipp played for local sides Old Cattedonians, St Matthias, Oreston Rovers and Green Waves before joining Argyle in 1906. A versatile defender, he appeared mainly as a reserve over his three seasons with the club, despite the Argyle handbook describing him as "destined to make a name for himself as either a full-back or half-back. A sturdy defender and feeds with accurate judgement". In September 1910 he moved on to Torquay Town.
