Salford-born Phillips joined Blackburn Rovers from Curzon Ashton in 2017, spending his formative years in and around the youth setup at Ewood Park. By April 2021, international youth honours came his way when he made his debut for Wales under-16s against England in a 3-2 win. The following October, he was called up to the England under-17s squad, where he continued his development.
A debut for Blackburn Rovers followed in August 2022 at the age of 17, where he starred in a 4-0 win against Hartlepool United in the League Cup. Four days later, Phillips made his league bow in a victory for Rovers against West Brom in the Championship. After an impressive first month in club football, he made his England under-19 debut as the young Lions claimed a 2-0 victory over Montenegro. A total of 14 appearances for Blackburn over the course of the 2022-23 season were enough for him to be picked up by Tottenham Hotspur in August 2023, signing for Spurs for a fee in the region of £2 million. By the time he arrived at the Tottenham Hotspur Stadium, on the back of collecting the LFE Apprentice of the Year for the Championship, he had already earned a debut for England under-18s during a 2-2 draw against Norway in the Lisbon International Tournament.
On 8th January 2024, Phillips, current captain of the England under-19 side, became Ian Foster's first signing as Argyle Head Coach, the 6ft 4 centre-back arriving on loan until the end of the season.
